The French keywords are not the English keywords
A translated keyword list is the fastest way to rank for nothing in Quebec. Grades are numbered differently, the exams have different names, one of the highest-intent searches in Quebec has no English equivalent at all, and the everyday vocabulary is not France's French. This map was built from the search side first, then the copy was written to it.

Words that mark a page as foreign

How the two languages sit on one site
Separate indexable URLs, French slugs
educateed.ca/tutoring/math and educateed.ca/fr/tutorat/mathematique. Not a cookie, not a JavaScript switch, not a ?lang= parameter. Google has to be able to crawl and rank the French page on its own.
hreflang in three directions
en-CA, fr-CA and x-default on every page, each pointing at its real counterpart. Self-referencing tags included. A page with no counterpart yet points at the language home, never at a 404.
One canonical per language
The French page is canonical to itself. Pointing fr-CA at the English canonical is the most common way bilingual sites delete themselves from French results.
Language switch keeps the page
The switch on /tutoring/math goes to /fr/tutorat/mathematique, not to the French home page. Dropping a parent on the home page is the fastest way to lose them.
Detect, offer, never force
Suggest French to a Quebec IP with a dismissible banner. Never auto-redirect: it breaks crawling and it annoys the bilingual parent who wanted the other side.
Local business and FAQ structured data, per language
FAQ schema in the language of the page, with the French questions phrased the way Quebec asks them, not translated from the English FAQ.
